The Ministry of Planning convened a key meeting on Thursday to address recent circulars and Cabinet decisions regarding government contracts and to introduce a new electronic platform aimed at streamlining contract processes. This platform, alongside quarterly review sessions, is set to enhance contract management and communication with contracting bodies nationwide.
Eng. Thamer Awad Mohsen, Director General of the General Government Contracts Department, emphasized the significance of these regular quarterly meetings, held according to a structured timetable to engage with contract departments across ministries and autonomous entities. These sessions serve as a forum for addressing issues, clarifying Cabinet decisions, and providing necessary guidance on government contracting. Eng. Mohsen affirmed the ministry’s commitment to responding to inquiries from various governorates concerning new directives and applications introduced by the Cabinet, as well as updates on implementing government contract policies.
During the meeting, Eng. Mohsen also elaborated on Cabinet Resolution 24_277 of 2024, which led to the issuance of Instructions No. 1 of 2024, focused on investment and partnership. He highlighted distinctions between the Partnership Law and the Investment Law, provided in a new guide on partnership contracts.
Eng. Mu’ayyad Mutab, Assistant Director General of the department, noted that the gathering addressed challenges faced by contract formations in both executing and managing contracts, especially those involving stalled projects. The new electronic platform was unveiled, explaining its role in contract tracking, and instructions for completing the contracting plan form were shared. The session was attended by directors from contract formations across Baghdad, Karbala, Najaf, Babylon, and other governorates, along with ministry representatives.
