UN-Habitat, Japan Aid Iraq’s Vulnerable Communities

The United Nations Human Settlements Programme (UN-Habitat) and the Government of Japan have strengthened their collaboration to support returnees and vulnerable communities in Northern Iraq. In partnership with the Government of Iraq, this initiative aims to improve living conditions and foster sustainable urban development in the region.

With a new contribution from Japan to the Japan Village Project in Mosul, 24 additional families will receive social housing units, increasing the village’s capacity to accommodate 500 returnees in Ninewa Governorate. This expansion will enhance the Rajm Hadeed neighbourhood and its surroundings through partnerships with Japanese and local private entities, including TOYOTA Iraq and Sardar Group. These organisations are contributing to vital infrastructure, such as improved water, sanitation, and hygiene (WASH) facilities, as well as the development of a library, public toilets, and a multi-purpose sports court powered by solar streetlights. Additionally, awareness-raising initiatives will prepare 1,000 returnees for the challenges of climate change in the region.

The vocational training programme will also be expanded, providing 100 unemployed youth with training in construction and green economy sectors. This hands-on initiative equips trainees with employable skills while enabling them to contribute to the ongoing construction of housing complexes and public infrastructure.

One of the programme’s early beneficiaries, Samer Hassan Muhsen, a Mosuli returnee, expressed his gratitude: “The training gave me the skills and confidence to support my family and rebuild my community. I hope to open my own business and train others in the future.”

Since 2004, Japan has been a key partner in UN-Habitat’s Iraq Programme, with the Japan Village being the second major social housing complex following the successful Bab Sinjar Housing Complex in Mosul. This initiative is expected to benefit over 3,000 returnees, offering them a stable home and a fresh start.

Ambassador of Japan to Iraq, His Excellency Mr. Akira Endo, reaffirmed Japan’s commitment: “The Japan Village Project embodies resilience and sustainable development, integrating housing, economic growth, and well-being.” Muslim Qazimi, Head of UN-Habitat Iraq, echoed this sentiment, highlighting the project’s role in attracting diverse partnerships and fostering a sustainable urban future.

By merging economic empowerment, environmentally conscious practices, and community development, the Japan Village Project stands as a beacon of hope, paving the way for a safer and more stable future for Iraq’s returnees.
